I'm going to attach a patch that partially solves the issue.
I say partially, because I wasn't able to find a way to catch the exporting to
old OOo 1.x formats.
The resolution for issue 89791 is needed before this one, because the correct
importing and values for chapter info are needed, see issue 89791 for details.
