Once the form design or form controls toolbars are opened (either through a context-sensitive operation, or by user request), they won't go away. They can be closed through the button on the toolbar or the View -> Toolbars menu, but they come back the next time a document is opened. Other toolbars, such as the Drawing toolbar, refuse to stay open.
