Most toolbars do not remember their settings between application launches.

Once the form design or form controls toolbars are opened (either through a
context-sensitive operation, or by user request), they won't go away. They can
be closed through the button on the toolbar or the View -> Toolbars menu, but
they come back the next time a document is opened.

Other toolbars, such as the Drawing toolbar, refuse to stay open. They stay open
as long as you are working in the document you opened the toolbars in, but they
go away as soon as you open something else.
