Reporting for 300m17.

Even when the mouse is NOT on a table border, its type is changed to "adjust
row". Even when the mouse is in the middle of a cell or OUTSIDE a table.

Even the "Adjust table row" tooltip appears! (not always, though).

This is seen only in 300m17 (300m14 was OK).

I am attaching a screen-capture (an HTML file with a flash demo).
