The problem is that applying numbering to headings over the context menu doesn't
create a real outline numbering to the document but "paints numbers" in the text
area they are applied to.
The context menu "Numbering/bullets" should be used to create lists inside of a
document, not to build a heading structure.
At the point where you describe "Add a new line before 'h21'" you are breaking
this soft formatting and restarting the numbering.
To get a correct result after you have all your H/h as plain text, do as
following:
- Apply Heading 1 to the "H"
- Apply Heading 2 to the "h"
- Tools - Outline Numbering
- Select "1-10"
- Numbering: "123"
- Ok
Now you have a solid Outline Numbering structure which doesn't break when adding
new paragraphs.
