NOTE: This bug was originally reported here -
https://bugzilla.novell.com/show_bug.cgi?id=363382

Tested Build:
Windows OOo 2.4.1 (Installed from OOo_2.4.1_Win32Intel_install_wJRE_en-US.exe)

Problem -
If the user has enabled the OOo QuickStarter, and OOo crashes, then multiple
OOo icons appear in the taskbar.

Steps to Reproduce
- Start OpenOffice
- Enable the Quickstarter ( Tools | Options | Memory | Check the "Load
OpenOffice.org during system start-up)
- Restart OOo and notice how you will only have one OOo QuikcStarter icon in
the taskbar.
- Now crash OOo. Currently the easiest way to do this is to follow the steps in
https://bugzilla.novell.com/show_bug.cgi?id=391197#c1. If you get prompted to
login while trying to access this site, just use the following credentials:

username: freecrapguy
password: windows98

- After OOo has crashed and during the file recovery wizard you
should notice that there are now multiple OOo Quickstarter icons in the
taskbar. NOTE: If the user moves the mouse over the extra OOo Quickstart icons
they will disappear.

Expected Behavior
If the application crashes, there should never be more then one OOo
QuickStarter icon in the taskbar. So if this means we just need to force a
taskbar refresh, or something along those lines this would be very helpful.
