I should note that current format fix is to improve things regarding date/time
and some numbers formats and not fix everything. And there are so many format
types, it is hard to make them all the same between MS office and OOo Basic.

Currently, there are some formats different between MSO and OOo.
* The predefined Data/Time formats ( including General Date, Long Date, Medium
Date, Short Date, Long Time, Medium Time, Short Time.. ) are system-defined
Date/Time format, they are different in different locale and different OS. It is
hard to make them same for MSO and OOo.

*  The number formatter in Calc is used to implement the format function. But
the formatter is different from MSO formatter. This makes:
** Some formats have the same meaning. e.g. Format("01/06/98", "q")returns "1"
in MSO, while returns "Q1" in OOo.
** Some formats are not support yet. e.g. Format( string, "@"), Format( string, 
"&")
