indeed, import in OOo 2.x is broken for meta:value-type="string"; such
user-defined properties are never shown in the properties dialog.
workaround: just omit the meta:value-type attribute. the ODF spec says that the
default value type is string, so this should work.
fixed in CWS fwk91.
