You can set up different speeds for your effects to appear (either in the
sidebar "Aufgabenbereich" (in German)) or the effect options.
I think the box should not allow editing at all, as there are only 5 values
("Very fast", "Fast", "Normal", "Slow", "Very slow") so there are not any other
things you could enter there. This is not like the "Repeat" box where you can
enter, how many times an effect should be repeated).
This also happens in OpenOffice 2.4.1
