Someone can do a very simple script to open it :) Adding this entry to an existing menu shouldn't be hard to do. If you read the spec you will see that one of the ideas for 3.0 is to use icons in the quicklaunch area, grouped togheter. :( Look at the posts at the beggining of the issue 30853.
