given that the feature is meant as a "solid color replacement" it is formally an
enhancement. But I would rather call it a valid misuse case, we have the same
problem in our company with images in Headers:

- We have preprinted paper (header logo and footer logo) in our company, but we
also send out a lot of stuff via PDF. 
- We do not want to maintain different Document templates for each use case as
this is not known beforehand when initially creating the document. 
- We'd like to work with the "print background" property of the printing dialog
to allow using preprinted paper because there is no specialized other feature
for this use case.
- I.e. we would either need a specialized feature for printing / not printing
certain images or a background image behaviour that allows the misuse case.

A different issue plays into this question, too: the "print background" property
in the extended print dialogue does not affect the header and footer
backgrounds. May be by design, too although it does not make a whole lot of
sense to me. I couldn't find an issue # for this.

Side note: I have tested OOo3 beta and I was able to insert a PNG image scaled
as given in the image metadata. This works only with PNG images.

So much about my (more than) two cents, thanks for the good work on OOo 
anyways. 

#8664 seems to be somewhat related, too.
