It does not matter what comes first (L10N or BUILD_FOR_CLI). Do not exclude the lines. I have fixed it and tested with not setting BUILD_FOR_CLI. You could check out the module using the branch tag cws_dev300_jl106 to see the changes. I fixed testtools and scp2 as well. Currently a mingw build is under way.
