I downloaded OO 2.4 and tried to install it, but the setup process aborted with
the message (translated from German): "Windows Installer can not be accessed."
Since OO 2.4 is/was the only program with that kind of problem (and because the
previous version, 2.0, is running perfectly on my PC), I forgot about this.

Today I found a tool for the computer game "Neverwinter Nights"; a program to
setup and edit the country-specific language text files. When I installed it, it
reported: "Windows Installer can not be accessed." (Again translated from
German.) But at the same time, the setup program of this tool tried to connect
to the Internet. I established a connection, and the setup program downloaded a
few files which, as the then ongoing installation showed, belonged to Microsoft
NET 2.0 environment (though it was not shown which files had been downloaded).

When this tool for Neverwinter Nights was installed, I retried the OpenOffice
2.4 install, and it worked! I cancelled the setup immediately when the "Welcome"
screen appeared; I want to backup all user-created templates and wordbooks etc.
first. But obviously OO 2.4 needed some files which do not belong to the default
NET 2.0 installation. 

For future OpenOffice installation programs, it might be a good idea to a)
inform the user about this and direct him/her to a website where these files can
be downloaded if they are missing, or b) to ask the user to establish an
Internet connection and then automatically download these files. Though I use
several development tools that need NET 2.0, I don't program under NET 2.0
itself and therefore can not say which files are new. I haven't even figured out
how to start NET 2.0 yet. But I firmly believe that informing the user about
this might be helpful.
