In DEV300_m21_en WinXP, Calc itself has the problem.

Steps to Reproduce:
1. Select a cell range ”C2:C5”, Enter “Date” in the range
2. Select another cell (or cell range) “D2”, Format >Cells,pop-up ”Format
Cells” dialogue
3.select Date in “Category” box ,then select any item (the same as “C2:C5”
or not) in “Format” box, Click “OK”
4. Data >Validity, pop-up ”Validity” dialogue, select Cell range in “Allow”
drop down menu, then input ”C2:C5” in “Source” box, Click “OK”
Now,the following happens as the report.

Note:
(a) ”Time” has a similar result as ”Date”:instead of “5 digit
Numbers”,it displays as ”decimal fractions” in the ”Validity” drop down menu
(b) if omit “step 2”,the final result in cell “D2” will display the same as
in the ”Validity” drop down menu (5 digit
Numbers or decimal fractions)
