cl->thorstenziehm: no, OOo 2.x did not export bullets in a conform ODF 1.1 way.
The ODF format version settings was from the very beginning not a compatibility
setting for OOO 2.x but for users that like to work with the ODF 1.1 version
which is an ISO Standard. ODF 1.2 is not (yet) an iso standard. Writing non
valid ODF 1.1 documents when the user selects ODF 1.1 then this would make the
whole feature useless.
The problem here is that one can not have both, bullets in old version *and*
valid ODF documents. The only fix would be to fix the old version also. Thats
why this issue is on target 2.x
