Wontfix (not worth a fix really, since there are bigger fish to catch)
At least two easy workarounds:
* Don't use notepad, but wordpad. Wordpad knows about different line-endings
* Don't use a text-editor, but a spreadsheet application (like OOo Calc) to
edit and modify the csv file
