It's a common feature that the Microsoft Installer offers. Rerunning the setup doesn't make a difference because it will also offer the repair. But that will also not be possible if the installation files are deleted. Following your suggestion the user has to uninstall and reinstall his Office. *That* is a bad user experience. 3c) Is a different problem for different project that should be addressed in a new issue.
