I consider it a defect because I get questions from people that don't know they should enable this option and complain that the extension is dysfunctional. In this case, OOo should silently select the only Java as the user definitely wants to use Java for the extension being installed. For maximum transparency, a new dialog may be introduced, saying: "You are installing an extension that requires Java. Do you want to activate Java Runtime Environment in OpenOffice.org? Without it, the extension will not work."
