The suggested solution has - of course - some drawbacks as well.
It's a little like the disappearing menu entries on Windows - at times more
confusing than helpful. (So DV said, and i agree). We might consider bringing up
a help tip when the mouse hovers over the options button that there are no
options available.
One more reason to remove the button is that - if you have many extensions
installed - the extension manager UI starts to look somewhat cluttered and now
that we ship the dictionaries as extensions we have a whole bunch of those
installed by default.
