Creating the file by hand with C:\dOOssier\OOo-dev 3 in it there doesn't solve, nor any other variation of the path. By using DependencyWalker to find the missing file and it reports DWMAPI.DLL and tries to open it in C:\dOOssier\OOo-dev 3\. The file doesn't exist in my system anywhere.
