I cannot install OOO extensions & Templates for ALL users in Windows Vista HP. 
I am the administrator
PROBLEM: 
OOO Wiki Instructions for installing the extension and template are written in
Linux or Unix.  Instructions for Windows Vista are needed
DETAILS: Here's the text from the Wiki

To Add an Extension for All Users
1. Become root.
* In UNIX and Linux, open a terminal window, and type su.
* In Windows, open a command prompt.
* In Windows Vista, right-click the icon for the command prompt and select Start
as Administrator.
2. Change to the install-dir/program directory.
3. Type unopkg add --shared package-name.
<end snip>

ISSUES
x-ref 1: command prompt is not an automagic choice in Vista: Wiki should read: 
> Click START button; 
> type "Command Prompt" in the Search box; 
> right click the Command Prompt icon in the Search Results and 
> select Run as Administrator;

x-ref 2: Syntax looks like LInux or Unix, but it is not Windows syntax
x-ref 2a--again the syntax appears to be Linux or Unix, but doesn't fit Windows.

REASON FOR REQUEST: 1 Vista computer, 3 accounts, all accounts use the templates
and most accounts need the extensions.  It's preferable to install the
extensions once, for all accounts, rather than log into each account and install
each extension for each account.
