It is a small dialog that comes up whenever a document (text, spreadsheet, presentation) is opened that uses features that are not or not fully supported in the application. For example (hypothetical situation), if OOo wouldn't support page numbers and I'd open a Word document that does use page numbers, this dialog would tell me that OOo tried to open the document but failed to load the page numbers since that feature is unsupported.
