First of all, thank you for your work.
I have updated the OOo Wiki page with this issue:

In the near future, OpenOffice.org will use only the recent extension handling
for dictionary installation and update, so I suggest you to make a Mongolian
OpenOffice.org dictionary extension (download a dictionary extension and modify
for Mongolian), and registrate it on http://extensions.openoffice.org.
Unfortunately, loading of your Hunspell dic file with more than 700 thousand
lines is too time-consuming. I strongly suggest you to compress these 2.17
million words with the "affixcompress" tool of Hunspell distribution (use
unmunch tool to generate this big word list from your aff and dic files).
