Summary: If you don't really have a choice between document-types (like in a
webbrowser - all you can do is save as html basically) you don't need to offer a
selection. If it is like in OOo or file roller you have fundamental different
filetypes to choose from, you should offer the selection in the dialog.
gedit for example is another example: Insetead of the filetype (always text
documents) you are offered the character-set selection, galeon has a similar
approach (offers a variation of the format, but not with a drop-down listbox but
with a checkmark).

Everything the user needs more frequently (and as even the cited spec puts it
down: Users need to save in other formats) should be accessible from the
collapsed dialog.
Choosing the filetype is not an advanced option like setting the compression
algorithm for tiff or jpeg, etc.
