I doubt that information concerning computer system are correct :-/
I checked with "2.4.1 Multilingual version German UI WIN XP:
[680m17(Build9310)]" and can NOT confirm the reported effect

contribute a clear step by step instruction containing all observations (error
messages ...), every key press and every mouse click how to reproduce the
problem, and explain why you believe that your results are unexpected.
I am pretty sure that you unchecked "Automatic file name extension" in OOo save
dialogue. If that's not the reason, please discuss your problem in an user
mailing list.
If you use WIN Vista / OOo 3.0, Issue 89899 might describe your problem.
