That is inconsistent with how scrolling works in every other application, where scrolling is proportional to the input (degree of mousewheelturn, number of clicks on scrollbar arrows..). Try it with a couple of rows with large height. Scroll just a little bit: You immediately loose track of where you are and how far you just srolled down. It seems, OO doesn't "want to" show half a cell or something.
