It seems that this should be marked as a defect, not an an enhancement, as it's not documented as far as I can tell, and is unintuitive (applying a border should not also apply a change of spacing--they're two separate formatting elements). In the very least, it would be good to have an option to change this behavior somewhere, by linking it to a style or format, or otherwise creating a menu option to control the behavior.
