When I work with OOW and Konqueror (for example) everything is fine. But if I get to OOW Help then OOW and OOWH violates KDE settings -- how to reproduce. Run OOW, open help, make sure the help window is not maximized. Now, get your mouse cursor to taskbar, switch to OOW help, and now move mouse to OOW Help in such way that you move it over OOW. The moment OOW gets focus it will auto-raise.
