Yeah, that's sensible, make it a separate lib entirely. I'll definitely do that.

I just retained as "SVX_" foo to avoid the patch containing even more simple
name changes, I can just make it "Paper" or something else in a workspace and
fix them all up at that stage.

"PaperInfo::getDefaultPaperForLocale() on the long term should obtain the value
from locale data" ... i.e. rather than a hard-coded table pull it from the same
sort of xml files that describe the other locale information ? Yes that'd be the
best long-term direction.

FWIW, I've put a few feelers out (e.g.
http://unicode.org/cldr/bugs/locale-bugs/incoming?id=1918) to see if the
unicode.org CLDR database would accept the various bits of evidence built-in to
OOo and glibc paper tables for their paper territory details which'd make a
suitable canonical source for that
