Check it in OOo-Dev_OOO300_m3_en-US on WinXP, but I can't reproduce it.
Check it like this:
1 Create a new *.txt file
2 Right click and set Scalc as the default application to open *.txt file
3 Double click *.txt file
*.txt file is opening with Scalc but not Swriter. Namely, OOo works very well.
