wrong, there's no inconsistency here at all.
Those environment variables are supposed to specify the jar location (if it
differs from the default) where they are looked at *IN THE SYSTEM APACHE-COMMONS
CASE*. So they only get effectively used when you specify
--with-system-apache-commons (or set SYSTEM_APACHE_COMMONS=YES in the
environment).
And there is configure flags for those jars (--with-xyz-jar=...), too, so your
argument wrt environment and configure args is also bogus.
INVALID issue.
