Page style formatting works a bit differently. It only works via style
formatting (Format-Page changes the current page style and is currently not able
to change several styles at once). Please read

There are already some issues which deal about improving the difficult page
formatting in OOo Writer like issue 17203, issue 8449, issue 13453 and issue
41949.
I will reassign this as "Enhancement", see my changed "Summary".
