This is a problem for the toolbar autotests as they expect certain entries to be
at specific places (like customize toolbars at pos. 2 in the context menu, but
if the help button moves into the menu, we're suddenly at pos 3).
Setting target 3.1, need to live with that for 3.0 (ugly but certainly not a
stopper)
