Font sizes should not change when only the chart wall is resized.

There exists a tool bar button 'Scale Text' for Charts. When it is switched on
the font sizes of the chart grow or shrink when the whole chart window is
resized. That makes sense when one needs to make the chart big for a print out
or for a presentation for example.
But the font sizes do change also when only the chart wall is changed in size.
That is normally not wanted as those size changes are normally only tiny and aim
to manipulate some distances between objects here and there. It is not wanted
that character heights do change in this scenarios.
More over the changing of fonts heights with the chart wall size makes the code
unnecessaryly complex and blocks fixing issue 91129 and issue 60824.
So this superfluous and troublesome feature should be removed.
