I checked with "Ooo-dev 3.0.0 Beta Multilingual version English UI WIN XP:
[OOO300m3 (Build9344)]" and can NOT confirm the reported effect if properties /
settings are correct.
User error, it's a feature, not a bug!

Uncheck 'Tools -> options -> Writer -> Table - Input in Tables - Number
recognition', and the complained effect will disappear
