When OOo-dev is lauched and all windows are closed, the file menu is flat and
"recent files" is missing. When a document is open, the file menu is
hierarchical and proposes more actions (see the attached document). This is
confusing for the user.
I suggest to have the same menu in both cases :
File menu
-> New
-> Text Document
-> Spreadsheet
-> ...
-> Open...
-> Recents Documents-----------------------
-> Wizards
-> Letter...
-> Fax...
-> ...
-----------------------
-> (more actions when a doc is open, like print, export, etc)
-----------------------
-> Exit
