As described, here with OOo3betam4 on WinXP. I consider this a bug and not an
enhancement, because the filter is able to import the file correct, if the
XML-Declaration is deleted. But such a XML-declaration is not only valid, but it
is necessary if you use other encodings than UTF-8.
I'm not sure about the component, I think it should be word processor/import.
