TL: Everything is fine!
The IgnoreAll list is only meant to exist for the current office session.
Thus it will of course be empty at the next startup.
However user data like name, address, ... are always added to that list when it
get created anew.
Thus everything is as it should be.
If you want persistent dictionary entries you have to create and use a user
dictionary. You can create those as well with the language set to 'All'.
