I think I have reproduced at least part of the described bug using the following
platforms:

Windows XP 32-bit, OpenOffice.org Dev 3.0 (OOO300_m4) and OpenOffice.org 2.4.1
Ubuntu 8.04 32-bit, OpenOffice.org 2.4.1

Here are my steps:

1. Download the attached sample file on both computers and save to the hard 
drive.
2. Open the sample file on both computers by starting Impress (Dev 3.0 on
Windows, 2.4.1 on Linux) and clicking the "Open existing presentation" radio
button, then clicking the "Open..." button and navigating to the file.
3. On both computers, click on slide 5 in the Slides view.
4. Compare the results. The slides appear identical.
5. On Windows, change the word "Komponente" in the upper left corner of the
slide to "CHANGED". Save the presentation.
6. Using Windows Explorer, copy it to a USB flash drive, eject it, and reinsert
it in the Linux computer.
7. On Linux, open the presentation on the flash drive.
8. Examine the presentation. All the bullets have vanished, and, as a result of
this, the red circles on slide 5 appear shifted to the right with respect to the
text. No other changes are apparent.
9. Close the presentations on Windows and Linux. Eject the flash drive and move
it back to Windows.
10. On Windows, open the presentation on the flash drive.
11. Examine the presentation. All slides appear normal.
12. Close the presentation. Open Impress 2.4.1 on Windows, and open the
presentation on the flash drive. OOo warns that the file was created with a
newer version, but accepts the file anyway.
15. Examine the presentation. The bullets are missing, just like before on 
Linux.
16. Close the presentation. Download a fresh copy of the sample file. Open it in
Dev 3.0. Repeat step 5.
17. Open the presentation in 2.4.1. Once again, all the bullets have vanished.

In summary, Impress 2.4.1, on both Windows and Linux, is unable to display
bullets in files created with 3.0. This is the only visible change I noticed, so
it seems like this might be a duplicate of
http://qa.openoffice.org/issues/show_bug.cgi?id=91466. If this bug is referring
to a different problem, it would be helpful if the original reporter attached a
screenshot to illustrate the difference.

Perhaps another concern is that 2.4.1 sometimes does not warn upon encountering
a document edited in a newer version?
