Your investigation is correct -> accepting issue.
OOo's ineffiency regarding ODF text:outline-level is also the reason, why we
have made specification "Introduction of an outline level", found at
http://specs.openoffice.org/writer/numbering/OutlineLevel.odt. The
implementation of this specification is in progress in cws outlinelevel for
target OOo 3.1 by zhaojianwei (I am supporting zhaojianwei on his
implementation).
The implementation of this specification should solve the described problem.
Thus, I am adding this issue to cws outlinelevel in order to have it as a test
case and to check, if the problem is solved by cws outlinelevel.
