To reproduce:
Ente two numbers such as 3,2E-101 and 3,2E-222 (note that I use comma (',') here
since on German system); then format the cells, enter number format code 0,0E+0,
then the two numbers are displayed as 3,2E-1 and 3,2E-222; the first one is
incorrect, the exponent displayed should be -101 and not -1, the second number
is displayed correctly
it seems all numbers with exponent starting with -10 are displayed incorrectly;
note that the value is still correct, just the display/formatting is broken
