I checked on mirror "TU-Braunschweig" and found
"OOo_3.0.0rc1_20080904_Win32Intel_langpack_en-US.exe" in folder
<ftp://ftp.rz.tu-bs.de/pub/mirror/OpenOffice.org/contrib/rc/3.0.0rc1/>
I did not check whether that works for a localized build.
