The reason is, that we want a Windows patch process, that not only works for
micro releases, but also for minor releases. Therefore the name of the basis
directory must not contain the minor. But if it does not include the minor (now
it is only called "Basis"), we cannot guarantee, that all products, that use the
same basis layer have a compatible brand layer. And therefore every product now
gets its own basis layer and its own ure layer.
