I can't reproduce. I've installed OOo 2.4.1 and OOo 3 RC1 for all users.
Mimetypes are assigned to OOo 3. Can it be that you've installed OOo 2.4.1 for
current user and OOo 3 for all user? In this case the mimetype settings for
current user 'overrule' the settings for all users. That's MS registry
functionality.
