Raising priority to P1 since this issue causes many applications that use OOo
programmatically not to work at all with OOo 2.4.1, nor with 3.0.0 milestones
(including rc1).
(I always leave priority to the default P3 when opening an issue thinking that
somebody from the OOo team will soon look at it and prioritise, but apparently
nobody has looked at this issue yet.)
