@munzirtaha: Well, you named it already ;-)  a language is not a locale. When
assigning a locale to a portion of text or with a cell format, representation of
numbers, currency, dates, outline numbering and other may vary between different
regions/countries, even if the language is identical. In these contexts it does
not make sense to offer a language without regional information.
