My understanding was that the main reason why this issue is so popular was that we deleted all additional dictionaries. Reinstalling some removed ones isn't such a big issue IMHO because we have 2-4 of them only per installation set. If you still think that this is worth a fix we should put this into another issue to avoid confusing things. IMHO this also would go beyond dictionaries, one might consider other configuration settings also.
