Firstly I don't think this should be the default: I'm using a spreadsheet because the data in a row is related information. Also Microsoft Excel does not behave this way (at least upto Excel 2000). Secondly, Paste Special has a "Shift Cells" option, which defaults to "Don't shift". I think the default in this dialog should be whatever ctrl-v does? Thirdly, I cannot find any option to alter the default behaviour of ctrl-v.
