I think MODE is actually behaving as intended - as documented (a) in ODFF and
(b) here:

and also as Excel behaves.
Might this be more of an enhancement request?
You can find out if there is only one mode by:
=MAX(A1:A8)-MODE(MAX(A1:A8)-A1:A8)=MODE(A1:A8)
where A1:A8 contain the data, but I accept it's a bit messy
