The Ubuntu expert confirmed that it an Ubuntu 7.10 bug which is fixed in Ubuntu
Hardy (8.04). The
details are not clear but I guess that the "typographical quotes" etc. were
mishandled in their fonts.
The other related fix in http://www.openoffice.org/issues/show_bug.cgi?id=81970
which was already
mentioned in this issues first comment fixes the rest.
Resolving this issue as INVALID for OOO bug, since it was an Ubuntu font bug.
