This is not a DEFECT, but a limitation of the variables concept.
For exmple, for my technical documentation needs, I have some kind of
"templates" as slave documents. The same document (containing some general
information) on the HDD is used in all my documention master documents, and when
I open one of those master documents, such a slave document will be shown with
project specific information in variables feeded with information from the
master document. but how can OOo know in what master documents you want to use
the document you are currently editing? OOo even can't know that that document
will be a slave document.
But I agree, and it's my own experience, that it is cumbersomely to get such
variable views for variables defined in a master document into a slave
document.
A solution might be an option for the variables selection dialogue, that allows
to insert variables from all currently opened (global(?)) documents. Pls. see my
attached "dialoguesuggestion.pdf".
An other possibility would be some picker like the one in the hyperlink dialogue
for "Target in Document".
User experience team should decide what to do.

There are some more OS in the world than "both", Linux and WIN ;-).
Of course "All OS" is the correct selection if you observed a problem with WIN
(for many issues it's really important to know WHAT WIN!) and Linux, but the
report should mention the OSs used for tests. That is important for further
investigations, how can we know how that you did no use FreeBSD + OS/2?
